New 2026 Energy Performance Rules: What International Buyers Need to Know Before Buying in Paris

If you are considering buying an apartment in Paris, a new change to the Energy Performance Certificate (DPE) is worth understanding, as it can directly impact both rental possibilities and long-term value.



From January 1, 2026 the French government is adjusting the way the DPE is calculated by lowering the electricity conversion coefficient. This corrects a long-standing imbalance that penalized electrically heated homes compared with those using gas or fuel oil, many of which rely on imported energy.


This matters in Paris. A large number of Parisian apartments, particularly in historic buildings, are heated with electricity and were previously disadvantaged by the DPE system. The DPE ranks properties from A to G, and those rated F or G - often referred to as “energy sieves” - are subject to strict rules: rental bans, frozen rents, and a noticeable impact on resale value.


According to SeLoger, these apartments sell on average 15% below the price of comparable properties rated D.


With the new calculation method, around 14% of properties previously classified as energy sieves will see their rating improve. The government explains that this reform aligns France with European standards and better reflects the carbon footprint of French electricity, which is largely produced through nuclear power. The measure was confirmed by a decree published in the Journal officiel on August 26, 2025.

Thoughtful upgrades (insulation, heat pumps, modern water heaters) can significantly improve both livability and value.
